When a glitch is casually noted in the Owner's Manual

In this example, Toyota warned its customers that their cruise control feature could follow the vehicle in front of them and change lanes on its own.  The accompanying diagram shows how a crash could happen.

Did page 181 highlight a design feature or a glitch?  And if a glitch, why was it not discussed at time of purchase?  More importantly, if this was not a design feature (changing lanes unexpectedly), why can car companies deliver known product defects to their customers?
